The Former Chief Minister of United Andhra Pradesh, Late YS Rajasekhara Reddy used the Fees Reimbursement Scheme intelligently to benefit some people. Several Engineering Colleges were setup just to cash the scheme. Fake Students were admitted into these colleges and their fees were claimed from the government. These colleges have no staff and no proper facilities to be called as professional colleges.
Later on after YSR‘s demise, these colleges were shutdown as the subsequent governments tightened the screws of such fake colleges. These colleges are only left with vacant buildings standing tall on the outskirts. But suddenly they have come into use in Telangana. These empty colleges have emerged as centres of administration in the new districts.
The authorities are using the vacant colleges as temporary accommodation for government offices. Some of the college managements are hurriedly constructing parking areas, toilets and giving a fresh coat of paint in a bid to make some money from renting the buildings. As the buildings are lying vacant, there is a change for structural damages and also there is nuisance of trespassing for drinking and illegal activities.
Also the vacant engineering colleges are competing with each other for this leasing to the government as a result, the state government is getting these buildings for very cheap prices. A lot of money went into building infrastructure for engineering colleges. But then the managements and owners are giving the buildings for hire at least to avoid damage due to non-usage.
