Three Capitals Proposal Stalled For Now


In what can be termed as a major victory for the Principal Opposition Party, TDP, The Council Chairman MA Sharif had decided to send the ‘Capital Region Development Authority Repeal Bill, 2020 and ‘Andhra Pradesh Decentralisation and Inclusive Development of All Regions Bill 2020’ to the select committee.

With the YSRCP having a brute majority of 151 in the 175-member Assembly, it managed to pass the Bills in the Assembly with minimal opposition. But it is not the case with Council where TDP has the majority. Sending these bills to the Select Committee means the proposal of three capitals is put in Backburner for at least three months.

Former Chief Minister Chandrababu Naidu sat in the gallery of the Council for around two hours to ensure that nothing goes wrong. At the same time, Chief Minister YS Jagan Mohan Reddy deployed 20 ministers in the Council like never before to ensure the passage of the bills.

The Government will have no option now to wait until the Select Committee report comes. Alternatively, the Government may scrap the council and pass the bills once again in the Assembly, But even that is a tedious exercise that needs the Political Will of the BJP at the Center.
