Tension All Over as Live Proceedings Stopped in Andhra Pradesh Assembly CouncilTelugu Desam Party has temporarily stalled Three Capitals Bill for now in Council. Finance Minister Buggana Rajendranath Reddy introduced the Bill in the council but opposing it TDP gave notice under Rule 71 Motion. Buggana, however, went on to say that the council should take up the bill passed in the Assembly and Rule 71 is not applicable.

Opposition Leader in the Council, Yanamala Ramakrishnudu read out the rule position from the Rule Book and convinced the Council Chairman. The Chairman asked for voting about taking up Rule 71 motion and the decision is in favor of TDP. 14 Ministers are protesting in the well against the Chairman’s decision.

In case, the Council takes up the Three Capitals Bill and does not pass it, The Government can still take the approval by exercising the ‘Deemed to be Passed’. But since the bill is not take up for Discussion, ‘Deemed to be Passed’ is not applicable.

Rajya Sabha MP Vijaya Sai Reddy and TTD Chairman YV Subba Reddy are sitting in the VIP galleries of the Council. Meanwhile, the Government has stopped the Live Proceedings of the Council and speculations are that the Ruling Party is keen on passing the bill by hook or crook.
