Section 8 is already in force - High CourtHyderabad High Court had made crucial statements on the implementation of Section 8 in Andhra Pradesh Reorganization Act. The court said that when Hyderabad is the common capital of Andhra Pradesh and Telangana as per the Section 5, the Section 8 of the same act can also be deemed as in force.

The court opined that it is the responsibility of the Governor to make sure Section 8 is implemented and it do not require the interference of the courts or the central government. This statement of the court will be a shot in the arm for AP government which is stressing up on the need to implement Section 8 in Hyderabad.

Section 8 trusts the responsibility of the law and order of Hyderabad to the Governor who will be assisted by two advisers appointed by the Center. The commissioners of Hyderabad, Cyberabad and Rangareddy should be directly reporting to the Governor in law and order issues. Governor may seek the opinion of Telangana cabinet on crucial issues but final decision making will rest with him.
