Scrapping Council: Easier Said Than Done?Telugu Desam Party which its majority in the Council was able to stall the Three Capitals Bill for now. The Government tried its level best to persuade the council to clear the bill but TDP unleashed a surprise weapon of Rule 71 to stall it for now.

On the other side, Chief Minister YS Jagan Mohan Reddy is serious about these developments and is considering to scrap the Council which will bypass the need of getting the support of the Opposition for the crucial bills. Ministers have publicly threatened the TDP MLCs of the scrapping but they did not backstep.

Legal and Political Experts say that even if the Government is keen to scrape the Council, it will take at least a year to happen. “The Assembly can only make a resolution to scrap the council and send it to the Parliament. It will be the prerogative of BJP in the Parliament to take it up and get it passed in the Parliament. Till then, the council will exist,” they say.

In the 61 members of the AP Council, TDP is the single largest party with 34 members and YSR Congress has just nine members. PDF has Six, BJP has Two, Independents are three and Congress has one. There are three vacancies as well.
