Hyderbad governor powers issueAndhra Pradesh government which is pressing for the implementation of Section 8 in Reorganization act for a long time intensified its pressure on the center on this issue after the phone tapping issue. However it is said that the Center is hand tied on this issue as its implementation can bring a constitutional dispute and can be challenged in a court of law. In fact there is such thing called as a common capital for two States in the constitution.

This issue was discussed in Parliament by the then UPA Government, which asserted that if necessary the Constitution would be amended to protect the interests of Andhra people residing in Hyderabad. However NDA government can not or will not go such long to amend the constitution which will close the interests of BJP in Telangana. BJP Top Brass will not want to take such step to please its partner TDP or the AP people where there are little stakes involved.

Center is the opinion even though such powers are given to the governor, they will have to be exercised by him at discretion. The current governor of Telugu States, ESL Narasimhan is not likely to use those powers, already many see the governor as biased to one state and one Chief Minister. And going by the indications, Center is also not interested in changing the governor at this time.
