The government told that the high court that Indian firms can participate but insisted on firms having international experience only to invite the most competent companies.

The government also told the court that two or three firms could form a consortium, with one of them being a foreign firm and only then can match the Singapore Consortium, which is the original proponent of the project, has a net worth of Rs 60,000 crore and a varied experience of building large facilities in Chennai, Bangalore, and China etc

The government counsel also informed the court that the ongoing proposal was mean to get a start-up Capital constructed, which would itself trigger growth in the entire capital city area. He also told that court that besides the constructing abilities, marketing the area to the international firms is the key to development. Mere ability to construct was not sufficient. It should be accompanied by adequate and commensurate marketing skills, the government informed.
