For the case of it, we have seen the Government making meager expenses on the Development form. CAG already expressed its apprehensions about the attitude of less Capital Expenditure (building assets, projects, etc).

Even a very important project like Polavaram was allocated Rs 5254 Cr. During 2019-20, the Government spent only Rs 1,311 Cr. At this juncture, the Government announced three capitals in the name of decentralization of development. This is the first-ever promise of Jagan on development. The decision has gained substantial support hoping for decentralization.

But then, the big question is if that is possible. As of today, the state government is looking for loans to give the salaries to its employees. It is keen on pooling money by auctioning the bonds at RBI on the 4th of this month and the salaries may be dispensed in priority order from 5th.

This financial condition combined with a huge bill of welfare schemes will leave no room for development or whatsoever. “At best the Government can do is to portray the natural development in Vishakapatnam as its own. Amaravati is hopeless for obvious reasons. The Government will hope that the high court if the shift happens, will rekindle some real-estate boom in Kurnool,” experts say.
