Principal Opposition Party, TDP with its majority in the Council was able to stall the ‘Capital Region Development Authority Repeal Bill, 2020 and ‘Andhra Pradesh Decentralisation and Inclusive Development of All Regions Bill 2020’ by sending those bills to the select committee.
Some people say that the Jagan Government may avoid this delay by issuing an Ordinance of Three Capitals. However, Legal Experts say that may not be possible. The Bill is now the Asset of the Council. The Upper House did not express its opinion on its bill. It is not possible to issue an ordinance when the bill is in either house.
At the same time, the Government can not withdraw the bill as it was sent to the Select Committee. So, the Bill is the Property of the Council and so, the Ordinance Route is ruled out. So, a delay of three to four months is inevitable. Even scrapping the council is not an easy process as it will take around a year.
On the other side, Chief Minister YS Jagan Mohan Reddy is serious about the events that happened in the Council. He is reportedly in talks with Rajya Sabha MP Vijaya Sai Reddy about the future course of action. The Government may seek legal advice about how to go forward on this issue.
