Are they making a mess of employee division?

The state advisory committee which was setup to make the allocations of state-cadre employees between Telangana and Seemandhra residuary Andhra Pradesh is only confining itself to the provisional allocations and will leave the final allocation and options to the chief ministers of the two new states. They came to a conclusion that Telangana-born employees to Telangana state and Seemandhra-born employees to Andhra Pradesh. However if this process is adopted, Telangana will face a shortage of officers at senior level like additional director and additional secretary while Seema Andhra will have too many of them.

The committee does not want to dig deep in to this trouble. It says Telangana can avoid shortage of Senior officials by promoting its employees. While Seema Andhra will find it difficult to pay salaries to this additional staff. The committee also is not touching the crucial options for transfer of employees to one state to other. Those options have to be exercised by the states with the mutual consent of both the Chief Ministers. But it can not be possible as the Telangana movement was fuelled by employees for accelerated promotions, then students participated in it hoping to get more jobs in government.
