The Popular Theory being floated by the BJP led Central Government for not adhering to the Promise of Special Status to Andhra Pradesh is that the 14th Finance Commission has curbed the Special Status as a whole and the center cannot override the constitutional body.
We have already seen YV Reddy, the Chairman of 14th Finance Commission rejecting this theory and now M. Govinda Rao, a member of the commission also refuted this claim of the Center. He went on to say the commission nowhere made such recommendation.
He also called the attributing blame on the Finance Commision for the inability to accord special category status is clearly misleading. He also clarified that it is totally an executive decision and has got nothing to do with the constitution or the 14th Finance Commission.
