KCR chandrababu naidu smiling Telangana and Andhra Pradesh are playing the cat and mouse game in almost every aspect since the state division. However the attitude is not going to work for both the states in at least one issue. It is the regarding the division of All India Services (AIS) officers between the states.

The central government has applied standard algorithms to divide the existing officers between both the states but that puts both the states in trouble as one state gets the important officers of other state and vice-versa in the division. While the Andhra Pradesh Reorganization Act did not foresee those troubles, the Center has given the chance of exchange of officers in case both the states give their mutual consent for the changes.

Around 16 IAS officers who have been allotted to AP are working in the Telangana government. Similarly AP chief minister’s principal secretary Ajay Sawhney, AP industries principal secretary JSV Prasad and energy principal secretary Ajay Jain are allotted to T-State.  While in the case of Telangana, GHMC commissioner Somesh Kumar and higher education secretary Vikas Raj have been allotted to AP.

Both the states have filed their objections with Department of Personnel and Training (DoPT) with a request to facilitate the changes and also allow the disputed changes to continue in their present position till a decision is taken. There is a policy paralysis in both the states with these changes and both the governments anticipate to solve them as soon as possible and nudge forward in administration.
