It is said that the government was forced to back-step following a legal advice given by the government legal counsel, including the advocate general.

They said the land acquisition and land pooling may get entangled in legal issues once the notification for acquisition is issued and delay the very construction of the capital city. The center had decided to stick to the old land bill which will make it difficult to defend the case in courts in the absence of a valid law.

The state government wanted to use the ordinance in force for the land acquisition but it is expiring by August-end and is unlikely to bring the ordinance again to help its case. There are already several contradictions in the CRDA Act and LPS process making the legal cases complicated. This will only complicate the issue further.
